Why it matters
Many people navigate by keyboard or switch device, and touch screens have no hover. Anything reachable only by mouse or hover is missing for them.
How to check it
Keyboard alone reaches and operates everything; Escape closes overlays and focus returns.
The default it guards against
Menus that open only on hover, tooltips holding essential information, and dialogs you can't leave by keyboard or Escape, or that drop focus on close.
